When a player is required to obtain an International Transfer Certificate (ITC), both National Federations - Federation of Origin and Receiving Federation - may ask for the payment of a transfer fee for transfers - hereinafter “the Fee”.
The Fee shall be understood as the fee for administrative costs and investments made by National Federations.
The Fee shall be the only fee asked by National Federations and their members for a player’s ITC with the sole exception of a player under contract with a previous club at the time of the transfer.
The Fee calculated is a maximum financial amount for a player’s transfer between two National Federations under the authority of the CEV and shall be inclusive of tax.
In the event that the transfer is exempted from the payment of an administration fee (see Appendix 1 to the FIVB Financial Regulations), no transfer fee shall be payable to the Federation of Origin and to the Club of Origin.
National Federations may define other financial amounts which however should not exceed the amounts determined by the CEV and should not change the method of calculation defined under the provisions of this regulation. (click here to see Calculator)
1.2 PLAYER AND NATIONAL TEAM PLAYER
A player over the age of forty years old shall not be subject to the transfer fee for transfers.
A player is a National team player when she/he is registered in the O-2 (FIVB) and 05 (CEV) Competition forms
Only O-2 and 0-5 forms from the last and current year of the ITC and prior to the transfer procedure initiation shall be taken into consideration.
1.3 NATIONAL FEDERATIONS CATEGORIES

1.4 RECEIVING CLUB TEAM DIVISION
The Receiving club division corresponds to the level of the team during the season for which an ITC is required.
2. METHOD OF CALCULATION
2.1 TRANSFER FEE - FEDERATION OF ORIGIN
From a fixed amount related to the Receiving Federation and the club division where the player is transferred, the following variables modify the Fee:
National Team player
Player under 25 years’ old
Number of seasons played abroad
2.1.1 NATIONAL TEAM PLAYER
For a National Team player, the Fee increases according to the Federation of Origin category:
Category 5: +45% of the fixed amount
Category 4: +40% of the fixed amount
Category 3: +25% of the fixed amount
Category 2: +10% of the fixed amount
Category 1: +0% of the fixed amount
2.1.2 PLAYER UNDER 25 YEARS OLD
For a player under 25 years old, the Fee increases by 30% of the sum of the fixed amount and the amount calculated in Art 2.1.1.
2.1.3 NUMBER OF SEASONS PLAYED ABROAD
A National Team player according to Art 1.2 of this regulation shall not benefit from the provisions of this article.
Following the player’s number of seasons played in another National Federation than her/his Federation of Origin, the Fee shall be of:
100% of the amount previously determined for 1 to 4 seasons played abroad (if it is the start of the 5th season, 100% will apply)
75% of the amount previously determined for 5 to 7 seasons played abroad (if it is the start of the 8th season, 75% will apply)
50% of the amount previously determined for 8 to 10 seasons played abroad (if it is the start of the 11th season, 50% will apply)
25% of the amount previously determined for 11 and more seasons played abroad
The number shall be determined on the whole career of the player. A season played in the Federation of Origin shall not reset the count. In case of a doubt, the ITCs of the player shall prove the number of seasons.
