European Legal Commission works on refining Good Governance Code, providing greater clarity and consistency

The European Legal Commission (ELC) convened this past Friday, February 20, at the home of European Volleyball in Luxembourg to address a broad range of strategic and regulatory matters aimed at further strengthening and refining the CEV legal framework. The discussions were based on preparatory work conducted by several dedicated working groups in advance of the plenary session, thus allowing for in-depth analysis and constructive debate.

A central point of the meeting was the further development of the CEV Good Governance Code. Attention was given to whistleblower mechanisms and the protection afforded to individuals reporting misconduct. The Commission examined ways to enhance transparency, reinforce safeguards, and ensure alignment with evolving governance standards in international sport.

Significant time was also devoted to proposed amendments to the CEV Competitions Regulations. A major focus concerned the movement of players in Beach Volleyball, an area that has raised both practical and regulatory challenges. The Commission discussed the need to clearly define competition periods for both national and international events to provide greater legal certainty. Given the complexity of these matters, they will be further analysed by a dedicated Working Group on Beach Volleyball, which will present concrete proposals at a later stage.

The Commission also reviewed preparations for the upcoming Online General Assembly, during which the annual accounts and accounting documentation for the past financial year will be disclosed, and the proposed budget for the upcoming year will be submitted for approval. These steps are necessary to ensure compliance with Luxembourgish legislation governing non-profit organisations. The Commission examined the legal implications of these requirements and discussed adjustments needed within the CEV framework to guarantee consistency, eliminate potential discrepancies, and strengthen overall legal clarity. The annual General Assembly bringing together all members of the European Volleyball family will be taking place in Milan, Italy, this coming September 24 in conjunction with the final stage of the CEV EuroVolley Men.

Another important topic concerned the role of external experts within the Commission. Members reflected on the scope of their involvement, their advisory capacity, the extent of any voting rights, and the procedures governing their appointment and participation, with a view to ensuring transparency and institutional balance.

The Working Group tasked with drafting a Code of Conduct for Referees presented its progress, thereby outlining the principles and standards intended to reinforce integrity, professionalism, and ethical behaviour within officiating structures.

Finally, the Commission examined recent international developments carrying significant legal and political implications for the sport in the current geopolitical context. 

The meeting concluded with agreement on follow-up actions to be undertaken by the relevant working groups, ensuring that the discussed matters will continue to be developed and refined in the coming months.
